NGOs announce shadow REACH 'blacklist'

European environmental NGOs led by the International chemical secretariat (ChemSec) have announced plans to compile a list of high-concern substances they say should be controlled through an authorisation requirement in the new REACH EU chemicals policy. ChemSec says its list will shadow an official EU "candidate list "of substances scheduled for authorisation. The official list will be compromised by "weak and vague" inclusion criteria, it claims. Chemical firms have expressed concerns the candidate list will lead to an informal blacklisting of chemicals that can be used safely.
