In 2004, accidents on the job dropped 1.1 percent compared to the previous year (966,568 compared to 977,310 in 2003). Fatal accidents were also down to 1,278 from 1,430 in 2003. These data were contained in the annual report of the Italian Workers' Compensation Authority (Inail-istituto nazionale per l'assicurazione contro gli infortuni sul lavoro). In detail, the drop was 1.2 percent in the industry and service sectors, while a bigger decrease (3.2 percent) was seen in the farming sector. The number of civil servants who were injured on the job increased 9 percent. Injuries in the itinerate workforce reported increased, from around 78,500 in 2003 to 82,500 in 2004.
The decrease of the number of injured in the 2000-2005 period, equalling 4.4 percent, saw a real decrease of 9.5 percent, considering the increase of workers by 5.6 percent, which was seen in the last five years. On the other hand, the number of foreign workers (1.8 million are ensured) hit by injuries increased 6 percent compared to 2003 and 25 percent compared to 2002. Fatal cases are also on the rise, up to 167, a figure that is 13 percent of the total deaths. These numbers are conditioned by the constant increase of immigrants in Italy, and the high danger level of the jobs done by foreign workers and their lack of professional qualification.
